Are you passionate about improving outcomes for children and young people with special educational needs and disabilities (SEND)? Do you have the strategic vision, leadership skills, and commissioning expertise to shape high-quality services across Birmingham? HAYS are delighted to be partnering with Birmingham City Council to recruit for a dynamic and experienced SEND Commissioning & Quality Assurance Manager to lead a dedicated team in delivering effective commissioning and quality assurance for services supporting children and young people aged 0–25 with SEND.

This role is paying up to £550 per day, and the successful candidate would be required in the office 1–2 days per month.

As the SEND Commissioning & QA Manager, you will:
  • Lead the SEND Commissioning & QA Team to deliver high-quality, value-for-money services.
  • Oversee strategic planning, implementation, and monitoring of SEND commissioning and QA activities.
  • Manage provider relationships, contract negotiations, and market shaping to ensure sufficiency and quality of provision.
  • Drive continuous improvement, performance management, and service transformation.
  • Collaborate with internal and external stakeholders to co-produce services that meet the needs of children, young people, and families.

In order to be successful in this role, you will have:
  • Proven experience in commissioning, quality assurance, and performance management within a complex organisation.
  • Strong leadership and project management skills.
  • The ability to analyse complex data and translate strategic priorities into actionable plans.
  • A track record of working collaboratively with diverse stakeholders, including children, families, and providers.
  • A commitment to safeguarding, equality, and inclusive service delivery.
  • Significant experience working at a senior level in commissioning or related fields.
  • In-depth knowledge of SEND legislation, policy, and best practice.
