Your new role
A hybrid role with days on site: Tuesday & Wednesday. Office Location: Newport & St Mellons

The Procurement Improvement and Operations Lead is responsible for overseeing all procurement systems, procurement system data and the management information (MI) produced by our systems. This role ensures that DCWW complies with procurement regulatory obligations and reporting requirements, having direct ownership of supply chain due diligence, assurance, and risk management, including the DCWW ESG supply chain strategy. The individual will drive a culture of continuous improvement, operational efficiency, and digital enablement across the procurement function to help our team thrive.
Supporting the Head of Procurement Improvement, this role will support the delivery of our procurement change programme, including operating model development, improving, and optimising processes, procurement governance, managing our technology solutions, data analytics, and performance reporting. This role will deliver effective procurement technology systems and processes that underpin efficient procurement operations, enable automation, and promote insight-driven decision-making. The role ensures DCWW has rigour, compliance, and governance.
Across procurement operations, ensuring efficiency, visibility, and control.
Working closely with procurement colleagues, finance, IT, and operational teams, the role ensures improvement initiatives are successfully integrated, delivering measurable improvements in procurement effectiveness and performance. This role required line management of 1 x grade 4 FTE whose role includes data analysis and admin support.


What you'll need to succeed

  • Experience in procurement transformation, operating model design, or procurement service improvement initiatives, with a track record of supporting efficiencies and performance improvements.

  • Experience within Public Sector or Utilities regulations
  • Knowledge of process optimisation, procurement governance, and continuous service improvement, with an ability to support improvements in efficiency and compliance.

  • Experience of procurement technology solutions, such as SAP Ariba, Coupa, Jaggaer or Atamis, with the ability to support system development, deployment, and optimisation.

  • Experience working with data and reporting, ensuring procurement decisions are supported by accurate insights and performance metrics.
  • Strong stakeholder management and communication skills, with the ability to engage colleagues across procurement, finance, operations, and commercial teams.
