Your new company

A reputable and rapidly growing non-profit organisation in Blackburn is seeking an experienced Procurement Manager to establish and develop its new procurement function as part of the Corporate Services directorate. This is a genuinely exciting time to join the business as it grows from strength to strength, and you will be joining an organisation which is devoted to delivering a meaningful and impactful service to the public-sector.


Your new role

The Procurement Manager is a brand new and exciting role within the company, so you will play a pivotal role in the development of a new procurement function - making this a unique greenfield opportunity to make your mark! You will lead on contract management activities across the organisation, including issuing and reviewing contracts and providing procurement guidance and advice to stakeholders.


The Procurement Manager will build and maintain strong commercial relationships with both internal and external stakeholders, and will work with said stakeholders to create and implement an effective procurement strategy for both goods and services which delivers optimal value for money. You will be the primary point of contact for all things procurement, so you will regularly liaise with suppliers and other key stakeholders. You will maintain an up-to-date contract register and review contracts held with suppliers and vendors. As the Procurement Manager, you will negotiate and agree favourable terms with suppliers, ensuring compliance with relevant procurement legislation.


Since this is a new role, you will work closely with senior stakeholders in Finance and Operations to establish SOPs to ensure an effective, efficient and reliable procurement service to the organisation.


What you'll need to succeed

  • Procurement and contract management experience, ideally gained within a public-sector / non-profit sector organisation
  • Commercial contract law experience / knowledge
  • Strong negotiation and influencing skills
  • Good level of ICT skills, including MS Office
  • Ideally, you will be MCIPS qualified, or working towards
  • Ideally, you will have prior knowledge of Public Contract Regulations (PCR2015)
