Key Responsibilities:

  • Work collaboratively with Council Directors, Managers and staff across the organisation to ensure high standards of health and safety management are maintained.

  • To work flexibly across service areas and with partners to achieve the objectives of the Council.

  • To raise health and safety performance in the council by contributing to a culture of continuous improvement and efficiency

  • To line manage the Health and Safety – Property and Trades side of the Corporate H&S Team, ensuring an effective support service is provided to the Corporate H&S Manager and the whole team, through effective supervision, performance management and personal development

  • To develop, implement and monitor health and safety policy, management procedures, systems and guidance across a range of safety critical and statutory areas both departmentally and corporately

  • To produce and update the legal register setting out the strategic operational risks for the business with management controls against all applicable regulations/standards based on operational responsibilities

  • To be lead officer on the delivery of health safety audit programme.

  • To develop and produce management reports information including performance against KPIs on Health Safety-related service delivery within the Council, provide accurate cost information in relation to Health Safety provision on existing proposed services, and training improvement programmes

  • To develop, implement, deliver and evaluate health and safety training, including e-learning

  • To coordinate on service areas corporate projects relating to health and safety associated issues as required

  • To investigate significant or serious incidents and to advise, report and make recommendations on any necessary local or corporate action

  • To oversee the effective management of Health and Safety Boards, including forward plans, terms of reference, reports and minutes

What you'll need to succeed

  • NEBOSH Diploma

  • GradIOSH (preferably CMIOSH or working towards chartership)

  • Experience in people management

  • Experience of providing health and safety advice in the public sector

  • Team player who works positively with colleagues in the team, across the council and external staff.
