Hays Procurement are delighted to be partnering exclusively with Birmingham City Council to recruit for a Commissioning Co-Ordinator on a permanent basis, as part of a large-scale recruitment campaign. This role will sit within the IT and Digital category and will be responsible for supporting the commissioning team in the delivery of effective, compliant and cost-effective commissioning of services across digital and technology, with a specific focus on below threshold procurements.

This permanent vacancy comes with a salary of between £33,071 and £40,401 per annum (dependent on skills and experience), 30 days annual leave plus bank holidays, a hybrid working pattern and a generous pension scheme.

The Digital and IT commissioning team are part of and work closely within the multidisciplinary Digital and Technology Services (DTS) directorate, contributing to the transformation of public services for the UK’s second-largest city. The team work across a multitude of areas, including hardware, software, infrastructure, networking, telephony, development, data and cybersecurity, and are key to delivering procurements within our major programmes and projects, to deliver essential services across Birmingham to over 1.2m citizens.

Job Purpose

You will take responsibility for the lifecycle of below threshold commissioning activities according to relevant corporate strategies, including market analysis, preparation of tender and ITT documentation and supplier selection. The successful candidate will support the Senior Commissioning Managers in putting together policy and procedural reviews, programme reviews and contract health checks in line with the applicable procurement laws and regulations, as well as assisting with status reports on digital, data and technology procurement activities. You will also be managing an internal e-tendering portal and contributing to the strategic direction by suggesting improvements for continual improvement of service provisions.

The ideal candidate for this role would be a procurement professional who has worked in an IT focused category previously, with a desire to gain experience in the full tendering process.

Key attributes for this role

  • Technical skills and experience: Knowledge of procurement and commissioning management. A record of accomplishment in delivering (preferably) IT procurements.
    Regulatory understanding: Knowledge of business processes and governance.
  • Interpersonal skills: Good communication, collaboration and negotiation skills, with the ability to build credibility with senior managers, partners/vendors, contract managers and internal and external stakeholders.
  • Analysis skills: Ability to use procurement and commissioning performance data to identify themes and trends, advise on routes to market and improving service delivery.
  • Attitude: A proven aptitude and willingness to learn. Use initiative, be self-motivated and have a positive attitude to work. Proven experience of working to deadlines and prioritising workloads.
  • Public sector exposure: Preferred experience in working with or within the Public Sector and/or Local Authorities.
