Procurement Specialist Consultant (Outside IR35)

Your new role
Provide specialist procurement support for a major, high‑value public sector competitive tender, ensuring full compliance with current UK public procurement legislation and alignment with higher‑education sector governance expectations. The role supports delivery across the full procurement lifecycle, from competition design through to contract award, working alongside internal stakeholders and external advisors.

  • Contractor engagement, primarily remote, with on‑site attendance required at key evaluation and moderation stages
  • Variable working hours aligned to critical procurement milestones
  • Role operates within a multi‑stakeholder project environment, including internal delivery teams and external specialist advisors
  • Accountable to a senior transformation lead, with matrix working across procurement and consultancy functions


Procurement & Process Management
  • Support the design, coordination, and delivery of a compliant competitive procurement process from initiation to award
  • Ensure all procurement activity aligns with statutory obligations, governance requirements, and published competition methodology
  • Maintain a complete, structured audit trail of decisions, documentation, and communication.

Documentation & Compliance
  • Coordinate and complete all required procurement documentation, including:
    • Regulatory notices and notifications
    • Conflict of interest and evaluator suitability records
    • Evaluation records, moderation outputs, and award documentation
  • Ensure documentation is transparent, consistent, and capable of withstanding audit or supplier challenges

Evaluation & Moderation Support
  • Coordinate evaluation panel activity, including scheduling, documentation distribution, and attendance
  • Support evaluators through PSQ and ITT stages, ensuring timely and sufficient completion of scoring and narrative justifications
  • Provide procedural guidance to evaluation panel members throughout moderation
  • Produce detailed moderation records to support transparency and defensibility of outcomes

Stakeholder & Advisor Coordination
  • Manage coordination across internal teams, external consultants, and legal advisors against a fixed project plan
  • Control and document bidder communications and clarification processes, ensuring equal treatment and appropriate approvals
  • Support consolidation of evaluation scores and formal recording of outcomes

Governance & Assurance
  • Prepare evaluation summaries, governance‑ready reports, and award decision documentation
  • Support standstill processes and statutory communications
  • Ensure the overall process is robust, defensible, and aligned to regulatory and institutional expectations
