Hays is proud to be working in partnership with a local council to recruit a number of Technical Accountants to support a major financial improvement programme. These interim roles offer a competitive daily rate and the opportunity to contribute to a high-profile transformation project.

About the Project
You will be part of the Financial Improvement and Recovery Plan, a key initiative reviewing all council balance sheet balances in detail. The aim is to ensure data is complete, accurate, and compliant with the CIPFA Code of Practice and the council’s accounting policies.

We’re Hiring Across Levels
Due to the scale of the project, we are looking for Technical Accountants from junior to senior level, all of whom must have experience working within a local authority environment.

Key Responsibilities

  • Conduct substantive testing of balance sheet balances to ensure accuracy, completeness, and compliance.
  • Evaluate estimation techniques and ensure they are evidence-based and policy-compliant.
  • Assess and support the implementation of effective balance sheet controls and reconciliations.
  • Undertake or review reconciliations and clear holding/suspense accounts.
  • Recommend and support improvements to financial processes, including training and guidance.
Skills & Experience Required

  • Full or part CCAB qualification.
  • Strong communication skills, with the ability to engage colleagues and explain technical concepts clearly.
  • Excellent Excel and analytical skills; experience with Oracle Fusion is desirable.
  • Ability to manage multiple tasks and meet deadlines.
  • Up-to-date knowledge of the CIPFA Code of Practice and other relevant regulations.
