Your new company

The services of Hays have been retained by our client, the Northern Ireland Housing Executive, to recruit a Technical Officer on an ongoing temporary contract basis to work from their head office in Belfast City Centre as part of their Land and Regeneration management department.

Your new role

The NIHE are seeking to hire a temporary Technical Officer to cover a post which is vacant. The duration of this role will likely be c. 9 months, working full time, Monday to Friday, 37 hours per week.
As a Technical Support Officer, you will have responsibility for the co-ordination and completion of a programme of technical assessments which supports the delivery of the Social Housing Development Programme and its agreed performance objectives, including the production of reports and recommendations for actions.
This role will require the Technical Support Officer to flexibly work within a dynamic environment as business activities continue to evolve to meet increasing levels of business demand.
  • To ensure an agreed programme of applications for Project Approval are technically assessed (taking account of Design Compliance, Costs and Value For Money) to facilitate required starts and associated budget expenditure within each financial year period.
  • Undertake pre-assessment discussions with Housing Association (HA) partners via ad-hoc meetings as necessary, in order to facilitate a timely scheme approval process.
  • Provide technical advice and assessment in response to queries from external partners such as (HA's/DfC/DoF) and NIHE colleagues (Place Shaping/Supporting People/Housing Services) as required.
  • Undertake an audit of an agreed sample of completed Social Housing Development Programme funded new-build schemes to ensure that completed schemes comply with proposals as approved by Development Programme Group (via site visits & As Built drawing checks).

What you'll need to succeed

The ideal candidate will have the following qualifications and experience:
A registered Architect or a graduate in Architecture with a minimum of 2 years’ relevant experience, OR
BTEC Higher Cert/Diploma or equivalent in Architecture/Construction related discipline with a minimum of 3 years’ relevant experience.
Exceptionally, candidates not holding the above level of qualifications but with a minimum of 5 years’ relevant experience may also be considered.

Essential:
Candidates must demonstrate their relevant experience in all the following areas:
1) Experience in Housing Scheme Design Process compliance (including compliance with relevant standards and/or funding criteria).
2) Experience of the Housing Scheme Development

This position offers an immediate start with the opportunity to work with Northern Ireland's largest social landlord. You will be paid via Hays on a weekly basis.
The salary ranges from £37,280 to £44.075 or £19.32 to £22.85 per hour.
The hours of work are Monday to Friday, 37 hours per week. Flexible start and finish times can be arranged.
You will also get 35 days paid annual leave, including stat days.
45p per mile, business mileage.
Whilst this role is offered on an ongoing temporary contract basis, it is envisaged that a permanent role will be recruited in due course.
