Quality Engineer – Engineering / Setting Out Background (HS2 Utility Diversions)

I am working with a tier 1 / tier 2 contractor to find a highly competent and detail‑driven Quality Engineer with a strong foundation in civil engineering, site survey control, and setting‑out across major infrastructure projects. Bringing hands‑on experience working with utility diversions, temporary works, and complex interface environments—particularly within nationally significant schemes such as HS2. You will be adept at ensuring that works are delivered to the highest standards of compliance, safety, and technical assurance while maintaining productivity and operational efficiency. Combing your practical site knowledge with structured quality management capabilities, enabling effective coordination between engineering teams, subcontractors, utility providers, and client representatives. Skilled in producing and reviewing Inspection & Test Plans (ITPs), managing assurance documentation, overseeing as‑built records, and supporting NCR/defect resolution through root‑cause analysis and corrective action planning.

Key Skills & Expertise
  • Strong engineering and setting out background, including control of levels, alignment, utilities, and temporary works.
  • In‑depth understanding of utility diversion works, including water, gas, electric, telecoms, foul & surface water drainage.
  • Ideally experienced in HS2 assurance processes, including:
      • Technical Assurance Plans (TAPs)
      • Works Package Plans (WPPs)
      • Method Statements & Risk Assessments
      • Construction Quality Checklists
  • Competent in producing, reviewing, and maintaining quality documentation: ITPs, QMPs, red‑line drawings, and as‑built records.
  • Familiar with industry standards: NRASWA, CDM Regulations, PAS 128, and relevant HS2 requirements.
  • Strong knowledge of GPS instruments, total stations, digital levels, and survey software.
  • Effective communicator able to liaise with client teams, utility companies, designers, and on‑site delivery teams.
  • Proactive approach to identifying and mitigating quality risks before they impact programme or cost.
Typical Responsibilities
  • Supporting the assurance of HS2 utility diversion works, ensuring compliance with design specifications, statutory requirements, and client quality standards.
  • Reviewing engineering drawings, specifications, and utility company requirements prior to construction.
  • Verifying that setting‑out information is accurate and aligns with approved design and survey control.
  • Managing quality inspections throughout the construction lifecycle and ensuring ITP hold/witness points are met.
  • Coordinating the production of robust as‑built records, material approvals, and handover documentation
  • Conducting site audits, quality walkdowns, and inspections to verify workmanship and compliance.
  • Working closely with site engineers and subcontractors to ensure construction processes are followed correctly.
  • Supporting design change requests, technical queries, and field change documentation.
  • Ensuring all HS2 quality and safety standards are adhered to at all times.
