Are you a transformation professional with a passion for driving strategic change in complex public sector environments? Hays are working with Birmingham City Council to recruit an experienced Interim Programme Officer to support the delivery of a high-impact transformation portfolio across its City Operations Directorate. Working closely with the Interim Transformation Portfolio Advisor, you will play a key role in shaping, implementing, and overseeing a portfolio of improvement initiatives aligned with the Council’s corporate priorities and financial recovery plan.
The key responsibilities of this role are:
- Develop and manage a prioritised portfolio of transformation and improvement initiatives across City Operations.
- Ensure alignment with corporate priorities, financial savings targets, and the Council’s Improvement and Recovery Plan.
- Support robust governance, reporting, and assurance processes in collaboration with the Corporate Portfolio Management Office (CPMO).
- Provide challenge, advice, and support to programme and project leads on delivery, documentation, business cases, risks, and benefits.
- Help establish clear accountabilities for delivery across the Directorate Management Team.
- Support the commissioning and management of external consultancy and interim resources.

- Proven experience in portfolio, programme, or project management within a large public sector organisation.
- Strong understanding of transformation governance, reporting, and assurance frameworks.
- Ability to work collaboratively with senior stakeholders and provide constructive challenge.
- Experience supporting complex change initiatives in a financially constrained environment.
- Excellent organisational, communication, and stakeholder engagement skills.
