Job Title: Portfolio and Programme Manager
Location: Hatfield
Contract Length: until 31st Jan 2026
Rate: £600 - £800 per day (inside IR35)

Job Summary:
Our client is looking for a Portfolio and Programme Manager to represent their Group Professional Services, guiding customers to achieve their business and technology objectives. You will hold end-to-end accountability for the delivery of professional services, ensuring executive-level governance and structure in the construction and delivery of the project and/or programme portfolio. The Portfolio and Programme Manager will lead and motivate teams, clearly communicating strategy and inspiring collaboration.

The Portfolio and Programme Manager role includes:
  • Overseeing the delivery of the portfolio of professional services to one or more customers
  • Leading the delivery of large and complex change initiatives (formal programmes and/or large/complex assignments)
  • Providing Programme Management consultative services e.g. development of business requirements, fixing troubled projects/programmes & maturity assessments
  • Development of propositions
  • Supporting the development of proposals within pre-sales.

The Portfolio and Programme Manager will help customers achieve their business and technology objectives whilst maximising their Return on Investment. You will drive business growth through an entrepreneurial spirit, a drive for innovation, and continuous service improvement, delivering high levels of service excellence.

You will oversee the portfolio of projects and professional services requirements being delivered by the client, by providing an executive level of governance and structure around the way projects are constructed and delivered in collaboration with aligned Delivery Assurers and Service Management.

In addition, you will design and lead major change programmes, delivering sustained business change and associated business benefits.

The Portfolio and Programme Manager collaborates with and influences key stakeholders to build trust and foster long-term relationships, putting the customer at the centre of everything they do. You will deliver more value to our customers by identifying additional areas of expertise we can help with and actively managing those opportunities.

The Portfolio and Programme Manager possesses a strategic mindset, exceptional leadership skills, and a proven track record of successfully delivering large-scale, technology-enabled transitions/transformations.

This role requires a results-driven approach to ensure successful outcomes.

Key Responsibilities:
  • Lead the definition and delivery of large and complex transition/transformation initiatives, including portfolios, programmes and high-value projects.
  • Define and design portfolios and programmes, including the definition of objectives, scope, and success criteria in alignment with organisational strategy.
  • Oversee multiple project teams, ensuring programme goals are met, and project controls are managed consistently and effectively.
  • Analyse lessons learned in real time from Projects and Programmes/Portfolios. Ensure these insights are shared across the Programme/Portfolio team to improve future project performance and avoid repeating past mistakes. Foster a culture of continuous improvement by integrating lessons learned into project planning and execution processes.

Stakeholder Management:
  • Develop, build, and maintain strong relationships with internal and external stakeholders to achieve portfolio/programme objectives.
  • Act as a communication bridge between teams, stakeholders, and executive leadership.
  • Engage with key customer decision-makers, including C-suite executives, developing a deep understanding of the customer environment.

Financial Management:
  • Ensure effective budgeting and financial management across the portfolio and/or programme.
  • Continuous and proactive cost management, including quality-assured forecasting of revenues and costs.
  • Manage the assignment scope and understand the commercial baseline, supporting or leading the development, negotiation, and agreement of the statement of work contract and any subsequent changes.

Governance and Compliance:
  • Develop and maintain governance structures, ensuring adherence to client and customer policies, standards, and frameworks.
  • Ensure compliance with Project, Programme and Portfolio Management Methods
  • Accountable for the governance and assurance of projects being run under the portfolio.

Team Leadership and Resource Management:
  • Lead, coach, and mentor team members to help them develop and increase their capabilities.
  • Lead and manage relationships with external partners, ensuring seamless collaboration and alignment with project goals and organisational objectives.
  • Leading cross-functional / cultural teams in alignment with the clients' values
  • Right-size, source and skill the delivery team to achieve portfolio/programme objectives in collaboration with internal teams.

Requirements:

Education & Certifications:
  • Bachelor’s degree in business, management, or a related field, or equivalent experience.
  • Formal Waterfall/Agile Programme Management methodology certification (or equivalent) is strongly preferred.

Professional experience
  • At least 8 years of experience in project/programme management or related roles.
  • Proven track record of leading large, complex initiatives with multiple stakeholders.
  • Several years' experience as a Senior Project Manager on a range of IT-related projects.

  • A good understanding of business strategy, including the ability to use common strategic tools and techniques

Key Performance Indicators:
  • Successful delivery of Programme/Portfolio including:
    • On-time delivery, quality of deliverables, adherence to scope and compliance with contractual terms.
    • Delivering against the agreed margin or enhancing the margin through effective cost management and value optimisation.
    • Customer satisfaction (internal and external)
    • Earning follow-on business from the customer / longevity
  • Business growth – identifying and cultivating opportunity leads, including through your own network
  • High levels of team engagement
  • Effective management of customer needs and expectations.

Additional Information:
  • Regular travel and on-site presence are expected depending on the assignment.
  • Promotion from Senior Project Manager to Programme Manager can only occur if a Programme Manager position is available.
