About the role
This senior role leads day‑to‑day delivery across parking services — from civil parking enforcement and penalty processing to property/asset maintenance and service performance — under the Traffic Management Act 2004. You’ll manage teams, budgets, suppliers and KPIs; handle escalated complaints and high‑profile issues; and work closely with Members, partners and senior officers.

You’ll manage teams, budgets, suppliers and KPIs; handle escalated complaints and high‑profile issues; and work closely with Members, partners and senior officers.
Key responsibilities
- Ensure compliant, efficient delivery across enforcement, processing, assets and projects.
- Lead operational reviews and process redesign; drive continuous improvement; contribute data‑led insight to shape a modern parking service.
- Manage contracts and procurement; monitor performance and budgets; resolve escalated complaints and service issues.
- Build relationships with partners and represent the service at regional forums; brief senior stakeholders and Members.
Essential experience
- Senior management experience within parking or highways services (parking experience desirable but not essential); redesigning processes and leading transformation.
- Contract management, performance and budget control; confident stakeholder engagement including elected Members.
- Strong grasp of the Traffic Management Act 2004 and relevant transport legislation; excellent written and verbal communication.
