HR Advisor | Temp to end of March 2027 | £23.22 per hour | Full time | Hybrid 50/50 | Carlisle/Penrith office

Your new company

I am currently working with a respected public sector organisation who are seeking an experienced HR Advisor to support a key workforce project. This is an exciting opportunity to contribute to an important piece of work focused on the implementation and management of Working Time Directive compliance, while providing specialist HR advice and guidance across the service. Working as part of a professional HR team, you will play a vital role in supporting managers and employees, ensuring HR best practice is consistently applied, and helping to drive positive people management outcomes across the organisation.

Your new role

This is a varied and rewarding role that combines operational HR support with project-based work. You will provide expert advice on a range of employment matters, support managers in effectively managing people issues, and contribute to the successful delivery of strategic workforce initiatives.

A significant focus of the role will be supporting and advising on matters relating to the Working Time Directive, ensuring compliance with legislative requirements and organisational policies.

Key Responsibilities

  • Provide professional, consistent, and timely HR advice and guidance to managers and employees across the organisation.
  • Support the delivery of the Working Time Directive project, ensuring compliance with relevant legislation and organisational requirements.
  • Advise on the interpretation and application of HR policies, procedures, employment legislation, and best practice.
  • Support managers in resolving employee relations and people management matters throughout the employee life cycle.
  • Promote HR best practice and contribute to the development and education of managers to enhance people management capabilities.
  • Assist in the implementation of strategic HR initiatives and operational workforce projects.
  • Contribute to the review, development, and implementation of HR policies, procedures, and guidance.
  • Analyse and interpret HR data and workforce metrics to identify trends, risks, and opportunities for improvement.
  • Support a performance-driven culture through the effective use of workforce information and analytics.
  • Build strong working relationships with stakeholders across the service to ensure a consistent and professional HR service.

What you'll need to succeed

  • CIPD membership or significant equivalent HR experience (you do not need to be qualified but must have experience)
  • Extensive generalist HR experience
  • Proven experience providing HR advice and guidance across a broad range of employee life cycle activities.
  • Up-to-date knowledge of employment legislation and HR best practice.
  • Experience of interpreting and applying HR policies and procedures.
  • Strong analytical skills, with experience sourcing, interpreting, and utilising HR metrics and workforce data.
  • Knowledge and understanding of the challenges and priorities facing local government or public sector organisations.
  • Excellent communication, influencing, and stakeholder management skills.
  • Ability to manage multiple priorities and deliver high-quality outcomes within agreed timescales.

What you'll get in return

You will get the opportunity to work with a small but experienced HR team who provide key value across the organisation. The role is full-time – 36.25 hours per week and offers flexible working arrangements. Currently, the post will be until the end of March 2027, and you will work on a hybrid basis 50/50. With the ability to work from their base in either Carlisle or Penrith when you are in the office. You will be paid £23.22 per hour, inclusive of holiday pay, and there is free parking on site.
