Senior Finance Manager

JOB DESCRIPTION


Title of Post: Senior Finance Officer


Reports To: Finance Manager


Hays are on the search for an experienced senior finance officer to join this prestigious organisation of choice. The placeholder will be there to support the Finance manager and will be expected to have public sector experience of producing monthly management/financial accounts and have experience assisting with Year End Processes.


Key responsibilities:


• Production of monthly financial/management accounting information;

• Assisting with the preparation of Annual Accounts in accordance with Treasury and Department of Finance and personnel guidance incorporating IFRS;

• Analysis and provision of financial data;

• Maintenance and review of asset registers;

• Dealing with internal and external auditors including the Northern Ireland Audit Office;

• Development and review of financial IT systems;

• Providing advice and guidance on the use and interpretation of financial information and accounting requirements and best practice;

• Drafting and implementation of financial policies, procedures and controls;

• Management of the financial processing and procurement functions;

• Management of staff and other resources; and

• Any other relevant duties appropriate to the grade as may be required.


1. Essential Criteria


It is essential that, by the closing date for applications, candidates have:


1.1 Successfully passed the final professional examinations for one of the following bodies:

- The Institute of Chartered Accountants in Ireland

- The Institute of Chartered Accountants in Scotland

- The Institute of Chartered Accountants in England and Wales

- The Association of Chartered Certified Accountants

- The Chartered Institute of Public Finance and Accountancy

- The Institute of Certified Public Accountants in Ireland

- The Chartered Institute of Management Accountants


1.2 Have attained full current membership of their professional body


1.3 Have at least 1 year’s practical post qualification working experience gained within the last three years in any one of, or combination of, the following:


- Direct experience in the production of accruals based financial statements.

- Direct experience in the production of management accounts including budgets / forecasts and variance reporting.



2 Desirable Criteria


In addition it is also desirable that candidates demonstrate the following:


A. Experience in the production of IFRS accruals based Financial and Management Accounts.

B. Experience in the leadership, direction and management of staff.

C. Experience in drafting and implementing financial policies, procedures and controls.
