Pre-Construction Manager - Civil Engineering - Infrastructure Projects

Your new company :

A leading civil engineering main contractor based in the North West, delivering high-quality infrastructure projects across highways, structures, public realm, and water sectors. With a strong pipeline of work and a collaborative culture, they are now looking to strengthen their pre-construction team with an experienced and driven Pre-construction Project Manager/Planner.

Your new role :

As Pre-construction Project Manager/Planner, you will lead the planning and programming of tender stage bids, working closely with estimators and bid writers to develop winning submissions. You’ll take ownership of the methodology, phasing, and logistics, producing NEC-compliant programmes using ASTA Powerproject (training can be provided). This is a key role in shaping how projects are delivered from day one.

  • Analysing tender documents and developing project methodology
  • Producing phasing and logistics plans to support bid submissions
  • Creating detailed, resourced programmes using ASTA Powerproject
  • Collaborating with bid and operational teams to optimise delivery strategies
  • Presenting tender programmes to senior leadership
  • Contributing to written quality responses and risk/opportunity registers
  • Reviewing post-tender and post-contract performance to drive continuous improvement

What you'll need to succeed :

  • Proven experience in civil engineering planning or project management
  • Strong understanding of highways, structures, public realm, or water projects
  • Familiarity with NEC3/4 contracts and construction methodologies
  • Proficiency in ASTA Powerproject (or willingness to learn)
  • Excellent communication and organisational skills
  • A proactive, self-starting approach with a passion for preconstruction
