Organisational Development Lead, based in Glasgow, 12 Month FTC

Hays are delighted to be partnering with a highly reputable organisation based in Glasgow City Centre who are looking to appoint an Organisational Development Lead on a 12 month Fixed Term Contract basis. This organisation plays a vital role in delivering essential services and is committed to continuous improvement, innovation, and creating a high-performing, inclusive workplace culture.

Your new role

In this role you will lead the development and delivery of a comprehensive Organisational Development strategy. This critical role will support organisational transformation, strengthen leadership capability, and embed a culture of continuous improvement across the organisation. You will work collaboratively with internal stakeholders and external partners to ensure the organisation is equipped to meet current and future challenges in a complex public sector environment.

Key Responsibilities
  • Develop and deliver an organisation-wide OD strategy aligned to corporate objectives
  • Design and implement a performance development framework (PDR/PDP) to enable talent development and succession planning
  • Lead the introduction of digital solutions to support performance and development processes
  • Develop and deliver leadership and management development programmes, including mentoring and coaching initiatives
  • Advise senior leadership on organisational culture and change management
  • Design and deliver employee engagement strategies, including surveys, action planning, and improvement initiatives
  • Support transformation programmes and organisational change initiatives
  • Develop and embed cultural training aligned to organisational values and behaviours
  • Establish coaching and mentoring frameworks to strengthen leadership capability
  • Collaborate with HR, Digital, and Transformation teams to deliver integrated people solutions
  • Manage and develop the Learning & Development function, including line management responsibilities
  • Coordinate organisation wide learning activity and oversee the L&D budget
  • Use data insights (engagement, performance, talent metrics) to inform OD interventions
  • Represent the organisation externally within public sector networks

What you'll need to succeed

  • Proven experience in a senior Organisational Development, Learning & Development, or HR role
  • Demonstrable experience designing and implementing OD strategies and frameworks
  • Strong track record of delivering leadership development and cultural change programmes
  • Experience of performance management frameworks and talent development initiatives
  • Ability to influence and advise senior stakeholders
  • Strong analytical skills, with the ability to interpret people data and translate insights into action
  • Experience working in complex, unionised or public sector environments is desirable
  • Excellent communication, leadership and project management skills
