Governance and Democratic Services Manager, Temporary, £28.49 per hour

Hays are working with a reputable public sector organisation to recruit for a Governance and Democratic Services Manager on a temporary basis.
Your new role
- Strategic and Operational Management: Lead the delivery of efficient democratic services and oversee the planning and execution of civic and ceremonial events.
- Advice and Guidance: Provide expert advice to councillors and officers on governance, decision-making processes, and procedural rules.
- Council and Committee Meetings: Manage agenda preparation, paper distribution, meeting logistics, and follow-up actions, ensuring compliance with procedures.
- Agenda Planning and Forward Work Plans: Coordinate agenda planning and develop forward work plans to support timely and effective decision-making.
- Stakeholder Management: Foster strong working relationships with internal teams, elected members, and external bodies on democratic service matters
- Line Management: Lead and support assigned staff, ensuring effective service delivery and continuous professional development.
- Training and Development Plans: Design and implement training programmes for elected members and staff, including inductions and personal development plans.
- Member Support: Oversee administrative and support services for elected members, acting as a central contact point for queries and issues.
- Scrutiny Function: Support the planning and delivery of scrutiny work, including research, meeting support, and report writing.
- Council Constitution: Assist in reviewing and updating governance documents to ensure legal compliance and operational clarity.
- Reporting and Assurance: Draft key reports and provide assurance on governance and compliance to senior management.
- Project Management: Lead the development and delivery of relevant projects and programmes.
- Elections: Support the organisation and delivery of elections, including advice on proportionality and committee representation.
- Continuous Improvement: Evaluate and refine processes to enhance service efficiency and effectiveness.
- Budget Management: Manage and report on budgets, ensuring alignment with policies and strategic priorities.
- Confidentiality and Reputation of Council: Maintain confidentiality and uphold the organisation’s reputation in all communications and records
- Recruitment and Selection: Participate in recruitment processes as required.
- Deputise: Act on behalf of senior managers when necessary.
What you'll need to succeed
A degree in any discipline and can demonstrate 3 years' experience in the areas below
OR
Can demonstrate 5 years' experience in the areas below:
- Experience of democratic governance processes and committee management in a local authority or in a complex organisation.
- Working effectively with a range of internal and external stakeholders to establish, maintain and support the delivery of corporate outcomes.
- Leading and managing a team to achieve organisational objectives.
A full current driving licence valid in the UK and access to a vehicle
