Category Manager, Estates

Are you an experienced procurement professional with strong expertise in Estates, Construction, or FM categories? Do you thrive in a role that blends commercial leadership with strategic business partnering? This could be the perfect next step in your career.
I am recruiting for a skilled Category Manager in Estates to lead and deliver major procurement projects across capital works, minor works, professional services, and facilities management.
You’ll act as a trusted partner to Estates stakeholders, managing regulated tendering activity, ensuring compliance, and driving value, quality, and risk reduction across a diverse portfolio of projects.

In this role you will
  • Manage end-to-end procurement procedures, including framework competitions, in line with PCR 2015 and the Procurement Act 2023.
  • Build, manage, and publish high‑quality tender documentation and award notices.
  • Lead tender evaluations, pricing analysis, and commercial assessments.
  • Provide expert advice on procurement, risk, and relevant legislation (including JCT / NEC contracts).
  • Partner with Estates teams, legal, finance, and other stakeholders to support strategic goals.
  • Identify opportunities for savings, efficiencies, and improved contract outcomes.
  • Ensure compliance with internal financial and governance processes.
We are looking for individuals with
  • CIPS qualified or equivalent relevant experience.
  • Strong practical knowledge of public sector procurement, particularly for Construction/Works contracts.
  • Working experience with JCT and NEC contract forms.
  • Proven ability to produce accurate, compliant tender packs and evaluation methodologies.
  • Excellent communication and stakeholder‑management skills, including negotiation.
  • Experience using public sector/HE framework agreements.
  • Ability to analyse spend and develop category insights.
