About the Role

Hays are delighted to be supporting a local council in recruiting a Delivery Manager to lead the transformation of their Digital Mail Centre. This is an exciting opportunity to play a key role in a high-profile programme that supports stakeholders across the council.
We are looking for an experienced Delivery Manager with a strong understanding of digital mail centre operations, alongside the technical capability to support the delivery of a complex, multi-team transformation.

Key Responsibilities
  • Accountable for the delivery of complex projects, products, and services—often involving multiple teams and carrying high technical or political risk.
  • Lead end-to-end delivery of digital products and services, from inception through the full lifecycle into continuous support.
  • Apply modern project management principles, ensuring the council makes the best use of data, digital tools, and technology.
  • Deliver projects with investment budgets exceeding £5m, acting as the escalation point to resolve issues, mitigate risks, and manage dependencies, commercials, budgets, and resourcing.
  • Plan and manage agile or traditional project delivery over 12-month cycles, influencing stakeholders and adapting priorities as needed.
  • Collaborate across functions to ensure strong business cases, prioritisation, funding, and resource allocation.
  • Champion agile delivery across the organisation—acting as an ambassador for agile methodologies and modern digital practices.
  • Lead backlog delivery from inception to deployment, ensuring product features meet user needs, business requirements, and operational considerations.
  • Play an active role in the organisation’s transition toward agile ways of working, coaching and supporting teams.
  • Manage project budgets, ensuring cost-effectiveness and continuously driving improvements in productivity and technology efficiency.
