Your new role
We are seeking an experienced Business Analyst (Grade 7) to join a multidisciplinary programme team, working closely with the Head of Design Team and PMO to translate low-level design into practical, implementable guidance products.
This is a critical role requiring someone who can own and drive the full business analysis life cycle end-to-end, supporting design coherence, operational readiness, and alignment with Target Operating Model (TOM) principles. You will work across design, delivery and implementation teams to shape solutions that are operationally robust, clearly defined, and ready for delivery.
Key Responsibilities
- Lead the capture of clear, traceable operational and supplier requirements aligned to TOM principles and organisational needs
- Develop and maintain a requirements catalogue and traceability matrix ensuring full visibility from requirement to delivery.
- Map as-is and to-be processes, identifying gaps, dependencies and delivery impacts
- Develop a high-level operating view to validate design principles and clarify service boundaries
- Facilitate workshops with policy, operational, supplier, and technical stakeholders to validate assumptions and resolve design challenges
- Apply prioritisation techniques such as MoSCoW to support effective decision-making
- Produce and maintain key analytical artefacts including:
- Process maps
- Gap analysis and dependency assessments
- Requirements documentation and traceability tools
- Workshop outputs, playback packs, and prioritisation frameworks
- Operational readiness artefacts
- Support programme governance, readiness activities and implementation planning
- Provide structured analytical support to enable informed decision-making across the programme
What you'll need to succeed
- Experience within government or large programmes
- Proven experience delivering business analysis on large-scale, complex projects involving multiple stakeholders or complex systems
- Strong leadership capability with experience influencing and challenging at senior stakeholder level
- Expertise in capturing stakeholder needs, process modelling (as-is / to-be), and recommending practical solutions
- Strong understanding of organisational structures and cross-functional working
- Demonstrable experience building and managing relationships with internal stakeholders and external suppliers
- Experience supporting business change, implementation, and risk and issue management
- Knowledge of user acceptance testing (UAT) processes
- Working knowledge of planning, benefits management, quality management, business cases, and change control
- Highly developed analytical skills with the ability to interpret complex or incomplete data sets
Professional certifications such as:
- BCS Practitioner Certificate
- BCS International Diploma in Business Analysis
- APMG Agile Business Analysis Practitioner
- APMG Chartered Project Professional
