HAYS are delighted to be working exclusively with Birmingham City Council to recruit for a number of Business Change Mangers on an interim basis. These roles sit within the Finance Improvement and Recovery programme, which aims to improve the standard of financial management within BCC, enhancing financial resilience and sustainability. The focus is on diagnosing systemic issues that hinder financial effectiveness and implementing high-impact actions to foster efficient, consistent, and compliant practices. BCC are seeking several Business Change Managers to join their established workstreams. These roles are pivotal in managing the change process, ensuring that identified changes are effectively planned and delivered.
Location: Birmingham
Day Rate: £450-550 per day (inside IR35)

The key responsibilities for this role are:
- Project Management: Translate the Workstream Leads' vision into actionable plans, monitor progress, and manage risks and issues.
- Stakeholder Engagement: Extract and challenge information from Subject-Matter Experts (SMEs) to understand current practices and identify inefficiencies.
- Gap Analysis: Coordinate the analysis of current practices against regulations and prioritise improvement opportunities.
- Solution Delivery: Develop and implement new governance arrangements, standard operating procedures (SOPs), policies, and practices.
- People-Focused Change: Support the development of managerial competencies.
- Communication and Training: Create rollout plans, guides, and training materials; draft communications and organise workshops/webinars to socialise new processes.
In order to be successful in this role, you will need:
- Hands-on experience in local government operations, preferably within a financial context.
- Familiarity with transformation environments and comfort with the management of multiple workstreams at once.
- The ability to break down activities into manageable tasks, ensuring careful implementation to enhance operational effectiveness.
- Proficiency in using financial data and information.
- Methodical approach to change management, strong project management skills, and the ability to work across disciplines to ensure successful delivery of changes.
