A large, forward‑thinking public sector organisation is seeking a dynamic Strategic Head of Asset Management to lead its capital programme oversight, asset strategy development, and commercial governance. This is a pivotal role within a modernising environment focused on delivering high‑quality services, continuous improvement, and exceptional value for money.
Your new role
As the Strategic Head of Asset Management, you will play a central role in shaping and driving an organisation‑wide approach to capital programme delivery, asset optimisation, and commercial excellence.
You will:
- Lead the development, governance and assurance of the organisation’s Capital Programme.
- Oversee a high‑performing Programme Management Office (PMO), ensuring consistent project and programme delivery.
- Design and implement a strategic Asset Management Strategy to optimise the organisation’s diverse asset portfolio.
- Ensure Asset Management Plans align with organisational priorities and sector best practice.
- Oversee the Procurement and Contracts function, driving compliant, efficient and value‑for‑money procurement activity.
- Develop and deliver the Strategic Asset Management Plan and Capital Strategy, aligning to financial planning and organisational goals.
- Champion cross‑departmental collaboration to enhance performance, service quality and organisational culture.
- Lead governance reporting, including programme updates, decision papers and committee reporting.
- Promote a strong learning culture, supporting workforce development, service improvement and resilient delivery.
- Ensure equality, diversity and inclusive service delivery are embedded in all activities.
You will directly lead senior managers across Asset Management, Capital PMO and Commercial & Contracts services.
What you'll need to succeed
Essential knowledge and experience include:
- Strong proficiency in recognised project/programme management methodologies.
- Extensive PMO leadership experience overseeing complex programmes.
- Demonstrated expertise in strategic asset management principles and delivery.
- Strong leadership experience in a programme, capital, or asset management environment.
- Proven success implementing performance management frameworks.
- Experience delivering innovative procurement and contracting strategies.
- Expertise in risk, budget, and programme management.
- Skilled stakeholder engagement with staff, residents, partners and senior leaders.
- Excellent written and verbal communication skills.
- Strong understanding of financial monitoring, capital delivery and modelling.
- Knowledge of public‑sector service delivery environments.
