The Vetting Unit is responsible for conducting Police Vetting (PV) and National Security Vetting (NSV) clearances on all police officers, police staff and contractors who work with or for City of London Police.
In this role you will support the Force’s Vetting Unit, ensuring that systems, processes and practices are maintained and supported in accordance with relevant best practice, policy and legislation. Ensuring that individuals working with or for the Force have an acceptable level of integrity so as to guarantee that they do not pose an undue threat to the security of the police, government or sensitive information, systems, assets, premises and persons.
In addition, it will be necessary to provide further administrative support to the wider Professional Standards Department and the Senior Leadership Team.
Your new role purpose
To support the Force Vetting Unit. To ensure that systems, processes and practices are maintained and supported in accordance with relevant best practice, policy and legislation. To ensure that individuals working with or for the Force have an acceptable level of integrity so as to guarantee that they do not pose an undue threat to the security of the police, government or sensitive information, systems, assets, premises and persons.
Role Duties
- To ensure, in accordance with National and Force guidelines, whilst having regard for the Data Protection, Human Rights, Equality, Freedom of Information Acts that the character and personal circumstances of individuals are such that they may gain access to City of London Police premises, assets, equipment or information, without unacceptable risk to the well-being of any individual, justice or the integrity and reputation of the City of London Police, wider Police Service or the Government or National Security.
In accordance with best practice, to conduct confidential and rigorous vetting enquiries on behalf of the City of London Police Community with outside Forces.
- To maintain personnel security procedures, to include conducting spot-checks on individuals to monitor compliance with vetting policies within the City of London Police.
- To support the Vetting Officer, to input and research cases using the standard systems and tools. To provide balanced and impartial research so that the Vetting Manager or Vetting Officer is able to make an informed clearance decision.
Key accountabilities
- To interrogate and research data from the following sources: Police National Computer, Police National Database, Experian, Intelligence Reports, Conduct and Disciplinary information. Other open and closed sources of information will be reviewed for the purpose of the confidential vetting of personnel.
- To identify detailed information, required to contribute towards the security assessment of an applicant’s suitability to have access to City of London Police premises, assets, equipment or information, without unacceptable risk to the well-being of any individual, justice or the integrity and reputation of the City of London Police.
- To liaise and make enquiries as appropriate with other forces, agencies and HM Government departments in relation to the gathering of information and supporting material on an individual.
- To contribute to the decision-making process by accurately and comprehensively recording and reporting information gathered on an individual in such a manner as to identify and concisely evidence any perceived vulnerability.
- To inform the Vetting Manager/Vetting Officer, in confidence, of any identified or potential welfare issues becoming apparent during the vetting process.
- To implement the Security Service vetting processes, ensuring that confidential vetting enquiries are undertaken by the Security Service for the City of London Police.
- To ensure that enquiries are dealt with effectively and efficiently, taking into account data protection and other security considerations in relation to the disclosure of information.
- To establish and maintain effective and cooperative working relationships with employees of other forces and agencies in order to carry out confidential vetting enquiries and deal effectively with other security related issues.
- To maintain a working knowledge of current legislation and policy at national and local levels in relation to security issues in order to contribute to the review and development of City of London Police vetting procedures
What you'll need to succeed
- Required to be vetted to MV/SC level *Please only apply if you have this as anyone without clearance cannot be considered.
- IT proficient in MS Office Suite of Applications
- Excellent interpersonal and verbal communication skills to be able to deal confidently and effectively with people at all levels, establishing a high degree of trust, rapport and cooperation with individuals. They will also demonstrate a high level of tact and be confident and articulate in all communications (verbal, written and face to face) to groups and individuals.
- The ability to maintain a working knowledge of Human Rights, Equality, Data Protection, Right to Work and other related legislation and guidance.
- A good eye for detail as the role involves the quality assuring and inputting of vetting applicants’ forms, writing reports that may be seen at the highest levels of the Force, researching Force and non-Force databases and making decisions on granting clearance or otherwise.
Desirable Criteria:
- Have current or former vetting experience.
- An understanding of police and security vetting
- A working knowledge of the APP Vetting (May 2021) and HM Government’s Security Policy Framework
