Transport Manager required to support leading local council based just outside of Edinburgh

Job Vacancy: Transport Manager
Location: Dalkeith, Midlothian
Employer: Local Council
Contract: Full-time, Permanent
Salary: Competitive (Council Grade – dependent on experience)

About the Role
We are seeking an experienced and motivated Transport Manager to lead the delivery and development of transport services across the council area. Based in Dalkeith, this is a key management role responsible for ensuring safe, efficient and compliant transport operations that support council services and the local community. You will provide strategic and operational leadership for fleet, staff, and transport-related contracts, ensuring value for money, high service standards, and full compliance with relevant legislation.

Key Responsibilities
  • Lead, manage and develop the council’s transport operations, including fleet, depots and drivers
  • Ensure compliance with all relevant legislation, including road traffic, health & safety, and operator licensing requirements
  • Develop and implement transport strategies, policies and service improvement plans
  • Manage budgets, procurement and contract performance, ensuring best value
  • Oversee staff management, including recruitment, training, performance management and workforce planning
  • Act as the council’s lead officer on transport-related matters, working with internal services, elected members and external partners
  • Monitor performance metrics and report on service delivery, risks and improvements

About You
You will be a confident leader with strong technical knowledge of transport operations and a proven ability to manage people, budgets and change in a complex environment.

Essential Criteria:
  • Significant experience in transport or fleet management, ideally in a public sector or regulated environment
  • Strong knowledge of transport legislation and compliance requirements
  • Proven experience managing staff, budgets and operational performance
  • Excellent communication and stakeholder management skills
  • Full UK driving licence

Desirable Criteria:
  • Relevant professional qualification (e.g. CPC, CILT, or equivalent)
  • Experience working within a local authority or public service setting
  • Knowledge of sustainable transport initiatives and fleet decarbonisation
