Senior Procurement Officer required for South Wales-based Public Services organisation
Your new role:
As a Senior Procurement Officer, you will lead and manage complex and strategic collaborative and local procurement projects to ensure their effective delivery in line with customer requirements and timescales.
You will also lead on contract management following award of contracts, provide professional procurement advice and contribute to commercial category strategies in order to ensure compliance and the delivery of value for money throughout the life of the contracts.
Duties include:
- Provide professional procurement advice, guidance and support in accordance with best practice, policy, legislation and the delivery of value for money.
- Lead and effectively manage the delivery of multiple procurement projects, supporting client requirements and advising on realistic timelines, risks and issues.
- Contribute to commercial category strategies, work with client departments to draft and develop tender specifications and evaluation criteria, analyse and award a range of goods and services contracts to support demand and legal requirements
- Provide contract management guidance and manage contract reviews to ensure continued compliance, continuous improvement, social value and value for money throughout the life of the contract.
- Deliver procurement savings plans for specific categories in collaboration with the client, ensuring quantifiable efficiencies are identified, delivered and reported.
- Forecast savings and calculate savings delivered through tenders.
- Prepare accurate and appropriately drafted reports appropriate for the audience.
- Ensure all Find a Tender level and below threshold tenders are advertised electronically in accordance with public procurement legislation, via sell2wales, Contracts Finder systems.
- Provide advice in relation to commissioning complex social services, to aid decisions on commissioning routes to deliver value for money.
- Mentor and provide advice to the procurement assistants and administrative staff within the department to aid growing internal talent and career progression.
Education and experience required:
- Must have Chartered Institute of Purchasing and Supply (CIPS) Level 6 Professional Diploma, or equivalent
- Must have knowledge of procurement procedures applicable in the public sector, an excellent understanding of the Public Contracts Regulations, Procurement Act 2023, developments in legislation and best practice to advise stakeholders of the consequences of changes to contracts and the risks within terms and conditions.
- Must have a good standard of education, HND/HNC or equivalent experience.
- Must have extensive experience in drafting, developing specifications, analysing and awarding a variety of goods and services tenders and contracts, of significant complexity and value and in collaboration with other organisations.
- Must be able to demonstrable experience of complex contract management
- Must have experience of providing professional advice and guidance on technical contract matters to internal and external stakeholders.
- Must have proven interpersonal and negotiation skills, including the ability to negotiate at senior levels both internally and externally.
- Must have experience in advertising Find a Tender and below threshold tenders electronically, in accordance with procurement legislation, for example via sell2wales and Contracts Finder systems.
What you get in return:
This is a full-time and permanent role paying £41907, rising to £45147. The role is hybrid, with a few days a week on site near Cwmbran expected.
