Interim opportunity for a Senior Fire Risk Assessor

The council is seeking an experienced Interim Senior Fire Risk Assessor to provide high-level, specialist fire safety expertise. The post holder will lead on complex fire risk assessments across a diverse property portfolio, ensuring full compliance with statutory fire safety duties and delivering immediate, high-quality outputs.

This role requires a seasoned fire safety professional who can quickly integrate into the organisation, work autonomously, and deliver expert assessments that support the council’s legal obligations and resident safety.

Key Responsibilities
Fire Risk Assessment Delivery
  • Lead on the completion of complex and high‑priority Fire Risk Assessments (FRAs) across housing, corporate buildings, community assets, and high-risk premises.
  • Undertake detailed site inspections, evaluate fire safety measures, and identify deficiencies requiring remedial action.
  • Produce clear, compliant FRA reports aligned with PAS 79 methodology and local authority standards.
  • Prioritise risks and provide practical, proportionate recommendations to ensure life safety and regulatory compliance.
Technical Fire Safety Expertise
  • Provide authoritative advice on fire safety legislation, including the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, and Fire Safety (England) Regulations 2022.
  • Support the council in developing fire safety strategies, action plans, and compliance frameworks.
  • Advise on compartmentation, evacuation strategies, fire doors, detection systems, and building fire safety features.
  • Review contractor reports, fire safety documentation, and technical drawings where required.
Compliance, Monitoring & Reporting
  • Ensure all FRA outputs meet statutory requirements and withstand regulatory scrutiny.
  • Produce concise, high-quality reports for senior managers, housing teams, and compliance boards.
  • Track and monitor fire safety actions, escalating high-risk issues promptly.
  • Support the council’s audit, assurance, and regulatory engagement processes.
Stakeholder Engagement
  • Work collaboratively with Housing, Property, Building Safety, Health & Safety, and external fire authorities.
  • Provide briefings, technical explanations, and professional guidance to managers and operational teams.
Person Specification Essential
  • Level 4 Fire Risk Assessment qualification (e.g., IFSM, FireQual, or equivalent recognised accreditation).
  • Extensive experience conducting complex FRAs across residential and/or public sector buildings.
  • Strong understanding of fire safety legislation, building safety regulations, and local authority compliance duties.
  • Proven ability to work independently and deliver high-quality assessments at pace.
  • Excellent written communication skills, with the ability to produce clear, defensible FRA reports.
  • Strong analytical and diagnostic skills, with the ability to identify and articulate fire safety risks.
Desirable
  • Experience working within a local authority, housing provider, or regulated public sector environment.
  • Membership of a relevant professional body (e.g., IFSM, IFE, IOSH).
  • Experience supporting building safety case development or fire safety management systems.
Behaviours & Attributes
  • Highly self‑directed, reliable, and able to deliver results with minimal supervision.
  • Calm, pragmatic, and solution‑focused, even in high-pressure environments.
  • Strong professional judgement and the confidence to challenge where necessary.
  • Able to build trust quickly with stakeholders and communicate technical issues clearly.
  • Committed to high standards of safety, compliance, and public service.
