Our client is seeking a Senior Commercial Manager to lead the sourcing strategy and procurement process for appointing a new Delivery Partner. This partner will be responsible for the design, build, and commissioning of a new £300m production process plant. The successful candidate will ensure the delivery of this critical project by navigating the complexities of public sector policies, compliance, and procurement regulations.
The role demands deep experience in commercial management, procurement strategies, contract negotiations, and a strong understanding of public sector procurement policies and frameworks, including relevant government regulations.

Key Responsibilities:

  • Develop and implement a sourcing strategy for the procurement of a Delivery Partner to design, construct, and commission a new £300m production process plant.
  • Lead the end-to-end procurement process, ensuring alignment with public sector procurement policies, including compliance with relevant legal and regulatory requirements.
  • Manage supplier pre-qualification, tendering, and contract negotiation processes in line with public sector guidelines, ensuring transparency and value for money.
  • Ensure procurement solutions are in line with project delivery timelines, budget constraints, and technical requirements.
  • Work closely with internal stakeholders, including project management, finance, legal, and engineering teams, to ensure successful implementation of the procurement strategy.
  • Negotiate and manage contracts with the selected Delivery Partner, ensuring risk mitigation, cost control, and compliance with public sector procurement policies.
  • Oversee contract performance, supplier relationship management, and adherence to public sector delivery standards.
  • Ensure all procurement activities are conducted with high levels of integrity, transparency, and adherence to government and sector-specific policies.
Key Requirements:

  • Extensive experience in commercial management and procurement within large-scale construction, engineering, or production facility projects.
  • Strong background in public sector procurement, with an understanding of government policies, legal frameworks, and compliance requirements.
  • Proven expertise in developing sourcing strategies and implementing procurement solutions for high-value and complex public sector projects.
  • Familiarity with public sector procurement frameworks such as OJEU, CCS, and others.
  • Experience with NEC contracts is highly desirable, especially in relation to public sector infrastructure projects.
  • Demonstrated leadership in managing the procurement process within a highly regulated, government or public sector environment.
