SEND Programme Manager
Location: West Midlands / Hybrid (2 days per week in office)
Rate: £600–£700 per day (inside IR35)
Contract Length: 6 months (potential for extension)

One of our key clients is seeking an experienced SEND Programme Manager to lead a high-profile transformation and improvement programme aimed at enhancing outcomes for children and young people with special educational needs and disabilities (SEND).

This is a pivotal role within the team, working closely with internal colleagues, external partners, and a wide range of stakeholders.

Key Responsibilities
  • Lead the delivery of the SEND Transformation and Improvement Programme, ensuring timely, budget-conscious, and high-quality outcomes.
  • Apply robust programme governance, reporting, and risk management frameworks.
  • Coordinate multiple workstreams aligned with the internal SEND strategy.
  • Manage programme budgets, resources, procurement, and contracts.
  • Build strong relationships with stakeholders including families, schools, health partners, and the voluntary sector.
  • Provide regular updates to senior leaders and governance boards.
  • Ensure compliance with SEND legislation, safeguarding, and data protection.
  • Champion equality, diversity, and inclusion throughout programme delivery.
  • Represent my clients’ SEND priorities at internal and external forums.
In order to be successful in this role, you will have:
  • Proven senior-level experience managing complex programmes within SEND or children’s services.
  • Experience working across multi-agency teams and parent/carer forums.
  • Strong track record in programme design, delivery, and evaluation.
  • Skilled in budget management, procurement, and contract oversight.
  • Confident in stakeholder engagement and reporting to senior boards.
  • In-depth understanding of SEND legislation and best practice.
