Freelance Quantity Surveyor (Civils) needed, Liverpool.

Hays are partnered with a well-established civil engineering contractor, operating nationally, who are seeking a freelance Senior Quantity Surveyor to support delivery of a long-term highways framework in the North West.


As Senior Quantity Surveyor, you will:

  • Manage commercial delivery of asphalt surfacing schemes under NEC4 contracts.

  • Oversee subcontractor procurement, payments, and change control.

  • Lead cost forecasting, valuations, and reporting across multiple workstreams.

  • Handle compensation events and ensure NEC4 compliance.

  • Collaborate with delivery teams and maintain strong client relationships.

  • Monitor risks, performance, and framework KPIs.


What you'll need to succeed:

  • Strong working knowledge of NEC4 contracts is essential
  • Previous UK-based experience is essential. You will not be considered without
  • Proven experience as a Quantity Surveyor in highways or civil engineering.
  • Experience working on frameworks for local authorities or public sector clients.
  • Relevant degree or equivalent qualification in Quantity Surveying or Construction Management.
  • Strong communication and stakeholder management skills.
