We are currently seeking an experienced and highly capable Projects Procurement Specialist to join our Commercial Operations team within the Finance department. This is a key role where you will act as a subject-matter expert, independently designing, leading, and delivering complex public procurement processes in line with OJEU/Find a Tender and above-threshold requirements. You will ensure full compliance with the prevailing public procurement legislative framework while delivering best value and commercially sound outcomes for the organisation.
In this role, you will be responsible for developing and implementing robust procurement strategies, conducting commercial options appraisals, and advising senior leadership on procurement decisions. You will lead on pre-market engagement, create comprehensive and future-proofed tender documentation, and manage evaluation and moderation processes. Your expertise will also be essential in drafting compliant standstill letters, contract award notices, and supporting the transition and onboarding of delivery partners. A key part of your remit will involve analysing procurement pipelines and spend data to identify opportunities for efficiencies and cost savings.
You will work collaboratively across the organisation, contributing to project workstreams, steering groups, and governance processes. Your ability to influence and guide senior stakeholders will be vital, as will your capacity to present insightful commercial information to support strategic decision-making. You will also play a role in mentoring junior colleagues and supporting the Bank’s compliance with ongoing procurement reform.
What you'll need to succeed
To be successful in this role, you must have extensive experience in leading large, complex public procurement exercises, particularly within professional services. You will possess a deep understanding of public procurement legislation, commercial contracts, and supplier relationship management. Strong communication skills, both written and verbal, are essential, as is the ability to distil complex issues for a range of audiences. You should be commercially astute, confident in advising senior stakeholders, and capable of working autonomously in a fast-paced environment.
Ideally, you will also have experience of embedding social value, sustainability, and net-zero goals into procurement activity. The ability to provide commercial insights and commentary on key management information would be advantageous. You must be MCIPS qualified or hold an equivalent supply chain qualification.
