Some project roles are about delivery speed. This one is about delivery confidence.

I’m working exclusively with a long‑established public organisation responsible for the protection and stewardship of essential infrastructure that supports communities, land, and the local economy across a large part of Lincolnshire. Following sustained investment commitments, they are now seeking an experienced Project Manager to play a pivotal role in delivering a complex, multi‑year programme of asset refurbishment and renewal.

This is a role where technical judgement, calm programme leadership and credibility with partners matter just as much as project controls.

The programme
You’ll be joining at a critical point in the delivery lifecycle of capital refurbishment programme, centred on the renewal of ageing public infrastructure assets with a strong mechanical and electrical engineering focus, supported by civils and temporary works.

The programme is deliberately phased, with the intention to maintain multiple live projects at any one time across development, design and construction. Some schemes involve targeted refurbishment; others are more extensive rebuilds. Many elements are constrained by seasonal delivery windows, adding further complexity to planning, sequencing and contractor coordination.

Success in this role is measured not only in completed projects, but in momentum, continuity and confidence, with delivery partners and stakeholders alike.

Your role
Working alongside senior technical and funding leads, you’ll provide hands‑on project leadership across a portfolio of live and emerging schemes. Your responsibilities will include:
  • End‑to‑end project management of capital refurbishment and renewal projects
  • Coordinating multiple contractors and suppliers across M&E, civils and temporary works packages
  • Managing programmes, budgets, risk and dependencies to maintain delivery pace
  • Leading on governance, reporting and assurance for externally funded projects
  • Overseeing design and construction risk, including compliance with CDM 2015
  • Working collaboratively with external partners, including statutory and public‑sector bodies
  • Providing clear, confident technical oversight, where elements of design are supported by external consultants

This is not a design‑heavy role, but it does require strong technical understanding and excellent project or contracts management capability, particularly in regulated, publicly accountable environments.

Why this role is different
There is clear ambition to complete multiple major assets within the next 2 years, with further investment anticipated beyond that. For the right individual, this offers not just an initial contract, but meaningful involvement in a long‑term infrastructure programme with environmental and community impact.

About you
You’ll bring a blend of technical credibility and delivery pragmatism. You’re likely to have:
  • Proven experience managing complex capital projects within infrastructure, utilities, environmental or public‑sector settings
  • A solid engineering background, particularly within mechanical and electrical systems, supported by civils or structures
  • Strong stakeholder management skills, including work with funding bodies and delivery partners
  • Confidence managing consultants and contractors while retaining clear client‑side control
  • A calm, structured approach in technically and politically sensitive environments
  • Professional registration as an Incorporated or Chartered Engineer is welcomed but not essential if you can demonstrate equivalent experience and a commitment to professional standards.

The package
Salary: In the region of £60,000 plus Car Allowance
Initial Contract: Two‑year fixed term
Pension: Local Government Pension Scheme
Working pattern: 74‑hour, nine‑day fortnight with flexible hours
Other: Hybrid working and mileage for business travel
