A short-term contract opening for a Project Manager to deliver a Target Operating Model

Project Manager: Target Operating Model
Duration: Initially to April 10th 2026
Rate: £400 - 500 per day, in scope, umbrella
Location: Fully remote

Our Public Sector client seeks a Project Management profile:

To lead the development and implementation of a new Target Operating Model (TOM) for managing Freedom of Information (FoI) requests. This includes producing a full business case, designing the TOM across six components (organisation, roles and responsibilities, people and culture, performance management, systems and tools and processes) and creating an implementation roadmap with key change‑management steps

Coordinate a working group of senior stakeholders, plan and track project activities and ensure redesigned processes and structures meet organisational needs without negatively impacting staff

Facilitate workshops to refine assumptions, drive continuous improvement and shape innovative solutions

Define the approach, timelines, stakeholder engagement, communications, benefits realisation and mobilisation requirements to successfully deliver the new TOM.
