Programme Manager - Perm - Hybrid - Up to c£65k - Swansea

Hays are supporting a global IT training organisation who are recruiting a new permanent programme manager. The salary is up to £65,000pa + benefits and typically hybrid working (2 days) in Swansea. In the role, you will lead cross-programme delivery, ensuring schedules, resources, and dependencies are aligned. Drive governance, quality, and collaboration across teams while maintaining client and stakeholder engagement.

Key responsibilities
  • Programme Delivery & Governance: Maintain an integrated view of plans, dependencies, and priorities; ensure PMO standards for planning, RAID, and change control; produce concise, insight-driven reporting.
  • Financial & Stakeholder Management: Track budgets and forecasts, flag variances, and recommend corrective actions; maintain clear communication with clients, sponsors, and internal teams; support proposal scoping when required.
  • Methodology & Quality: Recommend and embed tailored delivery frameworks; implement governance, templates, and quality assurance; design and deliver training pathways; coach teams on lessons learned and continuous improvement.
  • People Leadership: Line-manage Service Delivery Leads and Project Coordinators; apply a coaching approach to build capability and accountability; plan resource allocation and signal capacity constraints early.


To be considered for the role, you will need to have worked in a similar Programme level PMO role used to working with external clients and a range of stakeholders. You’ll need experience managing a PMO cross-functional team and promoting best practice around governance, risk and delivery. Exposure working across global teams will be beneficial and you will need excellent stakeholder engagement skills.
