Programme Manager - Estates, Permanent | £52,000–£55,000 | Full time (39 hours/week) | Cambridge

An exceptional opportunity has arisen for an experienced Programme Manager to join a historic and forward‑looking institution at a pivotal moment in its development. The organisation is embarking on a major multi‑year transformation of its estate, sustainability strategy, and student/staff facilities — and is seeking a dynamic professional to help shape and deliver this ambitious programme of work.

Your new role

This newly created role sits at the heart of an evolving estate and sustainability strategy. You will oversee a portfolio of projects across three interconnected workstreams:
• Regular maintenance and refurbishment
• Transitioning to low carbon and alternative heating systems
• Major capital projects, including construction, redevelopment, and enhancements to world class facilities


You will lead the integration of these programmes, ensuring coordination, quality, and strategic alignment, while helping establish robust project governance and programme office functions.

Key Responsibilities
• Develop and manage a coherent programme across all project workstreams
• Oversee project interdependencies, ensuring efficient sequencing and enabling works
• Implement governance frameworks, reporting standards, and communication processes
• Build strong relationships across internal stakeholders and external partners
• Lead programme level budgeting and support individual project budgets
• Ensure projects meet quality, time, and cost expectations through effective oversight
• Maintain a programme wide risk register and mitigation strategy
• Foster continuous improvement and support a high performing project environment

What you'll need to succeed

Essential experience:
• Demonstrable experience in building or estate management
• Proven track record managing complex construction and refurbishment projects, ideally in heritage environments
• Strong financial management and resource allocation skills
• Knowledge of procurement, building regulations, and sustainability practices

Skills:
• Excellent leadership and relationship building capabilities
• Clear, persuasive communication skills across diverse audiences
• Strong analytical, organisational, and problem solving skills
• High digital competency, especially in project management and CAFM tools

Qualifications:

• Degree or HND in a built environment discipline, or equivalent experience
• (Desirable) IOSH/NEBOSH, PRINCE2 Foundation/Practitioner
