Location: Birmingham (Hybrid – 2 days on-site per week)

About the Role
We are seeking a Programme Assurance Specialist to lead the independent programme assurance function within WMCA. This role is pivotal in conducting maturity assessments of business cases against HM Treasury Green Book guidance and WMCA priorities, ensuring the five-case model is applied effectively. You will also perform health checks on programmes and projects currently underlying.

Working closely with internal and external project/programme leads and subject-matter experts, you will drive continuous improvement across the organisation, supporting successful development and delivery in line with WMCA’s Single Assurance Framework (SAF).

Key Responsibilities
  • Conduct complex assessments of project/programme business cases against HM Treasury Green Book guidance and WMCA priorities.
  • Develop and maintain effective business case and health check tools aligned to best practice.
  • Collaborate with risk, performance, internal audit, and other enabling services to ensure an integrated, risk-based approach.
  • Undertake health checks of projects/programmes during delivery through desk-based reviews and interviews.
  • Produce comprehensive assurance observation reports with evidence-based findings and recommendations.
  • Work with project and programme leads to ensure recommendations are understood and implemented.
  • Analyse complex programme activity and maintain accurate assurance insights for resource planning and compliance with SAF.

Skills & Experience

  • Proven experience in leading or developing assurance reviews to drive organisational improvement and manage delivery risks.
  • Strong understanding of capital and revenue programme/project delivery, ideally within local authority or combined authority contexts.
  • Excellent communication, influencing, and negotiation skills across all levels.
  • Ability to deliver clear briefings and challenging recommendations confidently.
  • High level of proactivity and creative problem-solving.
  • Exceptional written and analytical skills to summarise complex information for senior stakeholders.
