Procurement Specialist Interim

Your new company

An established public sector organisation with a strong commitment to improving housing standards is investing significantly in its housing stock for the upcoming financial year. With a focus on planned maintenance and capital investment programmes, the organisation is expanding its procurement capacity to support a growing pipeline of refurbishment projects. The work will span kitchens, bathrooms, windows, doors, and general maintenance across multiple housing sites. This is a hybrid role based in the South West, offering a collaborative environment with a dedicated asset management team.

Your new role

You’ll be joining as a Procurement Interim to lead one of several upcoming capital investment projects, supporting the delivery of housing refurbishments and planned maintenance programmes. This is a newly created role due to increased investment and an expanding procurement pipeline.

  • Leading procurement activity for capital works and refurbishment projects.
  • Managing procurement under PCR2015 and Procurement Act 2023 (PA23) frameworks, including direct call-offs and mini-competitions.
  • Supporting Section 20 leaseholder consultation processes (knowledge preferable; advisory support available).
  • Ensuring compliance with CapEx and RevEx contract requirements.
  • Working closely with the asset management team to deliver procurement solutions aligned with housing and maintenance objectives.
  • The role is hybrid: 2- 3 days on site each week.

What you'll need to succeed

  • Proven experience in asset management or works contracts procurement.
  • Strong understanding of PCR2015 and working knowledge of PA23.
  • Ability to distinguish and manage Capital vs Revenue Expenditure in contract delivery.
  • Familiarity with Section 20 leaseholder consultation processes (preferred).
  • Experience in public sector procurement.
  • Confidence working with stakeholders in asset management and leading procurement from initiation to contract award.

What you'll get in return

6 month assignment working in a great team. The role will be delivery lead only. The position sits inside IR35, therefore, the payment methods available will be PAYE or Umbrella only, not Limited companies. This is a hybrid position which is available, meaning you will need to commute to the Southwest weekly to adhere to their working arrangements. You will be able to access Hays worker discounts and weekly time sheets.
