Procurement Specialist - Public Sector - Gloucestershire - Hybrid

A growing public‑sector organisation is seeking a proactive Procurement Specialist to support the delivery of compliant, value‑driven procurement activity across a diverse range of goods and services. This role forms part of a collaborative Contracts & Procurement function, playing a key role in delivering excellent service to internal stakeholders and ensuring robust, transparent processes across the full procurement lifecycle.

Your new role

In this varied and hands‑on role, you will:

  • Deliver end‑to‑end procurement activity from commissioning through to contract award and contract management support.
  • Manage a portfolio of procurement projects, supporting tender activity and ensuring adherence to public procurement regulations and organisational policies.
  • Undertake procurement options appraisals, market engagement and soft‑market testing to shape informed specifications and tender documents.
  • Develop tender documentation including specifications, KPIs, pricing models and terms, working with legal and professional experts.
  • Publish notices and manage activity through procurement portals, ensuring compliant and transparent processes.
  • Analyse spend data and support the development of procurement plans, category insights, and the contracts register.
  • Promote key organisational priorities such as social value, sustainability, modern slavery compliance and transparency.
  • Lead the implementation and roll‑out of a new internal procurement/tendering portal, driving adoption and improving auditability.
  • Build strong working relationships with internal stakeholders and external suppliers.

What you'll need to succeed

You will bring:
  • Experience working in a procurement environment within the public sector and a sound understanding of public procurement regulations.
  • Strong understanding of tendering processes, public procurement requirements and basic contract law.
  • Experience drafting tender documents and managing compliant procurement exercises.
  • Ability to analyse data, evaluate procurement options, and make informed recommendations.
  • Excellent communication, stakeholder engagement and organisational skills.
  • Confidence working independently and meeting tight deadlines.
  • Strong attention to detail and ability to maintain confidentiality.
  • Experience awarding contracts via frameworks.
