Procurement Officer, Public Sector, County Down, Hybrid

Your new company
HAYS Procurement and Supply Chain recruitment, are partnering with a well-established public sector organisation in Co Armagh/Down to appoint a full-time Procurement Officer on an initial 6-month temp contract.

Your new role

  • Manage all tender processes, ensuring compliance with Council and EU regulations.
  • Provide advice, training, and support on procurement strategies and documentation.
  • Research and recommend products, services, and procurement methods.
  • Evaluate bids (financial and non-financial) and maintain transparent records.
  • Support shared services, partnerships, and contract development.
  • Ensure all tender and contract documentation meets legal and policy requirements.
  • Build internal/external networks, represent the Council at events, and maintain supplier relationships.
  • Monitor contracts, produce reports, and deputise for the Procurement Manager when needed.

What you'll need to succeed

A relevant 3rd level qualification, e.g. Business Studies, NVQ level 3 in Supply Chain Management, Diploma in Procurement and Supply.

At least 2 years’ previous procurement experience to include managing tendering procedures and procuring a diverse range of supplies, services and work. *
*If applicants do not meet the essential qualifications, they must have at least five years’ experience in the above criteria.

Knowledge and understanding of European legislation and UK procurement regulations;
High level of communication skills, both written and verbal;
Ability to work under pressure
Ability to act on personal initiative and take decisions within agreed guidelines;
Ability to exercise tact and discretion in relation to highly confidential and sensitive matters;
Interpersonal/Influencing skills;
