Procurement Officer required for Newport based public sector organisation
The Procurement Officer will lead and manage all procurement activity across the organisation, ensuring that value for money, compliance, and best practice are achieved in accordance with the Procurement Act 2023, Welsh Procurement Regulations and the company’s Contract Procedure Rules (CPRs).
Responsible for the full procurement lifecycle – from planning and sourcing through to tendering, contract award and supplier performance. The post holder will work closely with managers across the business to advise on appropriate procurement routes, develop specifications and ensure high standards of probity, fairness and efficiency in all procurement activity.
You will:
- Lead all procurement activity across the business, ensuring compliance with relevant public procurement legislation, the Procurement Act 2023, and internal Contract Procedure Rules.
- Plan and deliver procurement exercises including open and restricted tenders, direct awards, mini-competitions, and the use of frameworks, dynamic purchasing systems, or dynamic markets.
- Manage the publication of all statutory notices including contract award notices, pipeline notices, and transparency obligations.
- Monitor regulatory and market developments to ensure organisational compliance and readiness.
- Provide expert advice on appropriate procurement routes, supporting managers in developing specifications, evaluation criteria and supplier engagement approaches.
- Act as the organisational lead on all framework usage, including establishing and managing call-offs, and mini-competitions.
- Maintain and develop the organisation’s contract register, ensuring visibility, and proactive contract management.
- Monitor and report on procurement activity, including spend analysis, supplier performance, and compliance.
- Engage with internal stakeholders to build procurement knowledge, ensure understanding of obligations, and promote best practice.
- Support audit and assurance activities relating to procurement governance, value for money, and statutory compliance.
This is a full-time role for an initial 6-month fixed-term contract, paying up to £46k. You will be expected to work on site in Newport 3 days a week, with two from home.
Knowledge of public procurement and the 2023 Procurement Act are essential.
