Remote / home-based Procurement Manager, Category Manager

Your new role
Available on a remote basis with the need to be in the office 1 day per month on average, this role reports to the Head of Procurement and will lead, coach and develop a small team of Procurement Officers to deliver a proactive, customer‑focused procurement service for all departments. You’ll advise senior leaders across the organisation, drive strategic sourcing, and lead complex procurements in line with policies and UK Public Contract Regulations.

Key responsibilities include:
  • Managing, supporting and developing your procurement team to ensure high performance, service excellence and compliance with procurement rules and toolkits.
  • Partnering with key internal stakeholders to deliver procurement and contract management activity across the organisation.
  • Leading planned and unplanned procurement projects, ensuring robust commercial and contractual terms, strong negotiation, and delivery of agreed savings.
  • Supporting contract managers to monitor performance, service levels and opportunities for innovation and continuous improvement.
  • Approving requisitions and ensuring effective use of procurement systems, tools and processes.
  • Auditing and monitoring procurement activity to ensure compliance, best value and accurate contract reporting.
  • Using spend data to identify savings opportunities and support the delivery of cost and efficiency improvements across the council.
  • Providing training to internal departments, SMEs and voluntary sector partners to build procurement capability.
  • Deputising for the Head of Procurement when required.
We’re looking for an experienced procurement professional with a strong understanding of public sector procurement. You will bring:
  • Membership of (or working towards) CIPS, or equivalent professional experience.
  • Extensive knowledge of UK Public Contract Regulations, strategic sourcing, contract law, supplier relationship management, and commercial best practice with PA23 training completed.
  • Advanced negotiation, analytical and data interpretation skills.
  • Experience managing complex procurement projects, contracts and supply chains across a range of categories, such as construction, ICT, FM and works.
  • Strong leadership and people management skills, with the ability to motivate, coach and develop teams.
  • A proven track record of delivering savings, achieving best value and driving continuous improvement.
  • Excellent interpersonal skills, with the ability to influence senior stakeholders and resolve disputes effectively.
  • You will be highly organised, resilient and adept at managing competing priorities while maintaining excellent commercial judgement and customer service.
