Procurement Business Partner, Procurement Leader, Category Manager

Hays are delighted to be exclusively partnered with a leading government organisation to recruit a Procurement Business Partner.

This is a fantastic opportunity to play a key role in shaping procurement strategy, influencing senior stakeholders, and delivering commercial value across the organisation.

As the Procurement Business Partner, you will act as a trusted advisor to the business, leading end-to-end procurement activity and embedding best practice across sourcing, tendering, and supplier management.

This is a highly visible role where you will combine commercial expertise, stakeholder engagement, and regulatory awareness to drive better procurement outcomes.

Key responsibilities will include
  • Lead and deliver end-to-end procurement and tendering activity across a range of categories with a strong emphasis on digital, technology and professional services.
  • Partner with stakeholders to develop and implement strategic sourcing plans
  • Provide expert advice on commercial strategy, contract development, and risk management
  • Drive value through effective negotiation and supplier engagement
  • Embed robust supplier relationship management (SRM) practices for key suppliers
  • Ensure compliance with government procurement regulations and internal governance frameworks
  • Collaborate cross-functionally with teams including Legal, Finance, Risk, and IT

About You
We are looking for a commercially minded procurement professional with strong relationship-building skills and the ability to influence at all levels.

You will have
  • Proven experience delivering end-to-end procurement projects ideally with some focus on IT
  • Strong understanding of procurement governance and regulated environments
  • Experience in strategic sourcing, tender management, and contract negotiation
  • Ability to build credibility as a business partner and trusted advisor
  • Experience managing supplier relationships and driving performance
  • Exposure to a range of service-based categories (IT procurement experience desirable)
