Permanent opportunity for a Principal Investment Manager

Your new company

You will be working for a local authority in Lancashire that is on an exciting journey with millions of pounds worth of investment into their town centre. You will be joining the Growth and Prosperity division leading on the towns regeneration and place making projects.

Your new role

As a key member of the Growth and Prosperity team you will be responsible for

  • Undertaking valuations, acquisitions, disposals, management and development of commercial properties and housing developments
  • Take the lead on compulsory purchase orders to support Council projects
  • Undertake land and property investigations, lead on reviews of property portfolios and investments including option appraisals and feasibility studies.
  • Undertake rental and capital property valuations.
  • You will undertake project assessments to determine commercial viability, including the production of maps and plans.
  • Undertake periodic schedules in connection with rent reviews, lease renewals, assignments, covenant controls, consents for building works, legal transaction sheets, routine committee reports, variations in use or selling lines of properties etc.
  • Work with other service departments in developing and maintaining the Corporate Asset Management database.
  • Undertake negotiations relating to acquisitions, disposals, leases, licences and other new land and/or property agreements. Preparing legal instructions and monitoring the progress of transactions from the outset through to completion.
  • Provide advice on land and property matters, supporting the management of the Council’s property portfolio, undertaking and/or advising on rent reviews, leases, licences, acquisitions, disposals, lease renewals, easements and any other general estates management instructions.
  • To support and lead work streams providing advice in relation to Council investments.
  • To organise, monitor and undertake the management of properties, arranging repair and maintenance works that are the Council’s responsibility as Landlord and to ensure vacant properties are secure, safe and in reasonable condition.
  • To assist and provide commercial support in relation to Council, land and/or property funding bids as required.
  • To update land and property records within the corporate property database, invoicing tenants and customers as relevant, dealing with property and land enquiries from the public, internal departments and external professionals.
  • To support the work of the whole Growth and Prosperity Team and provide project and assistance support as required.
  • To reference property data and title investigations in order to develop the Council’s existing land and property portfolio.
  • Deputise for the Head of Investment at meetings, as and when required.

What you'll need to succeed

  • Hold Royal Institution of Chartered Surveyors Registered Valuer Status
  • Full Driving Licence
  • Significant knowledge and understanding of the commercial property market.
  • Significant knowledge and understanding of property legislation including Landlord and Tenant Act 1954.
  • Substantial knowledge and working understanding of current RICS Valuation Global Standards, UK National Supplement, Professional Standards and Practice Guidance.
  • Substantial knowledge and understanding of property management activities including; rent reviews, lease renewals, new lettings, licences, acquisitions and disposals.
  • An understanding of Best Value, Well Being Powers (Localism Act) and how they apply to Section 123 of the Local Government Act
  • Knowledge of procurement procedures and codes of practice as well as financial regulations, contract administration, and local government or similar organisation procedures/processes.
  • Knowledge and understanding of public policy, public financing especially in a land and property setting.

Salary £49,498- £54,718 (possible market supplement for exceptional candidates)

37 hours per week

Flexible hybrid working- wfh 2 days per week
26 days annual leave rising to 31 days after 10 years continuous service
Up to 12 days Flexi Leave per year once accrued (1 days allowed per calendar month) 10 bank holidays
