Commissioning Lead, to support the set-up of a new start of the art Lab,
This is based on site in Surrey. Previous experience supporting commissioning of new pharma premises essential.The Commissioning Lead is responsible for planning, coordinating, and delivering all commissioning activities required to bring a new Labs & R\&D facility into safe, compliant, and fully operational use. The role ensures that all building systems perform to design intent and supports a smooth transition from construction to steady‑state operations
Key Responsibilities
Commissioning Planning
Develop the Commissioning Strategy, Plan, and Master Schedule.
Define commissioning scope, methodology, success criteria, and documentation needs.
Coordinate commissioning integration with construction and validation activities.
Execution & Coordination
Lead commissioning meetings and coordinate activities across contractors and stakeholders.
Manage commissioning of MEP, BMS/EMS, lab systems, process utilities, and life safety systems.
Verify installation quality, oversee functional and performance testing, and support integrated systems testing (IST).
Align commissioning outputs with operational start‑up plans.
Quality & Compliance
Ensure delivery of commissioning documentation (PFCs, test procedures, reports, as‑builts, O\&M manuals).
Confirm systems meet design intent and user requirements.
Manage and close punch‑list and deficiency items.
Health, Safety & Risk
Ensure safe execution of commissioning activities with proper risk assessments and method statements.
Support risk workshops related to start‑up and energisation.
Ensure strong LOTO controls via managing contractors.
Stakeholder Engagement
Stakeholder Engagement
Serve as the commissioning interface for Operations, FM, HSE, IT, and lab users.
Support training and knowledge transfer.
Provide clear progress reporting to project leadership.
Handover & Readiness
Handover & Readiness
Coordinate readiness for occupation and soft‑landing activities.
Lead system acceptance and handover to operations.
Support early operational fine‑tuning and post‑occupancy reviews.
Skills required
Proven experience as a Commissioning Lead/Manager on complex construction projects.
Experience delivering commissioning for laboratories, R&D facilities, or highly serviced technical environments.
Strong understanding of building systems, MEP design, automation controls, and specialist lab systems.
Ability to interpret technical drawings, specifications, and commissioning protocols.
Excellent leadership skills with the ability to influence across multiple stakeholders.
Strong planning, organisational, and coordination abilities.
Excellent verbal and written communication.
Desirable
Degree/HND in engineering, building services, or related field.
Experience in commissioning integrated systems testing.
Knowledge of lab design standards (e.g., containment levels, ventilation guidelines).
