Hays is proud to be working in partnership with a progressive local council to recruit a Marketing & Research Consultant to support a new strategic programme focused on the future use of city centre public realm and squares. This is a high-impact role, offering the opportunity to shape policy and drive inclusive, sustainable use of public spaces.

Key Responsibilities:

Phase 1: Strategic Review & Policy Development

  • Conduct a comprehensive review of the utilisation of the city centre public realm and squares.
  • Develop evidence-based policy recommendations for future use, balancing civic, community, and commercial needs.
  • Benchmark usage and cost models against other UK core cities.

Analysis:

  • Current and historical usage data, including pipeline bookings.
  • Allocation of space versus capacity across event types and passive public enjoyment.
  • Income generation potential and revenue targets.
  • Address equity and access challenges, particularly for community organisations facing rising costs and reduced funding.
  • Propose a fair and transparent model for subsidised or free-of-charge (FOC) space allocation.

Phase 2: Marketing & Promotional Strategy

  • Develop a marketing and promotional plan to support the implementation of the new policy.
  • Tailor messaging and outreach to diverse audiences, including community groups and commercial event organisers.
  • Maximise usage of available capacity to meet revenue goals.
  • Define sales assets, marketing channels, and business development processes to support long-term success.

Ideal Candidate:
  • Proven experience in strategic marketing, research, and policy development within a public sector or urban planning context.
  • Strong understanding of public realm usage, event planning, and community engagement.
  • Skilled in data analysis, benchmarking, and financial modelling.
  • Excellent communication and stakeholder management skills.
  • Ability to balance commercial objectives with community access and inclusion.
