Interim Lead HRBP - Edinburgh City Centre

Hays is delighted to partner with a leading public sector organisation as they seek to appoint a highly credible and people centred Lead HR Business Partner on an interim basis. This is a pivotal leadership role, supporting Directorates across a complex environment and shaping the standard of excellence for HR Business Partnering.

Your new role

As Lead HRBP, you will bring a unique blend of emotional intelligence, sound judgement, and pace. You’ll be the anchor for compassionate, fair and balanced people decisions while operating confidently within policy and governance expectations. You will work proactively alongside Directorates, anticipating workforce challenges, spotting patterns, and adding value before issues escalate. With responsibility for leading and developing a team of HRBPs, you will set clear standards, coach with clarity, and role model what high quality HR partnering looks like.

This role demands a calm, authoritative presence capable of managing senior escalations, sensitive and complex casework, and competing priorities—always with composure and a focus on outcomes.

Key responsibilities include:
  • Providing HR judgement grounded in empathy, fairness and strong listening skills.
  • Advising confidently within policies, ensuring decisions are safe, defensible and aligned with best practice across ER, attendance, capability and redeployment.
  • Acting as a proactive strategic partner to Directorate leadership, identifying risks and opportunities early and delivering value added solutions at pace.
  • Leading, coaching and developing HRBPs, setting clear standards and driving a culture of high performance and compassionate professionalism.
  • Handling complex and high profile casework with confidence, clarity and measured judgement.
  • Building strong, credible relationships with managers, senior stakeholders and HR colleagues, ensuring difficult messages land constructively and trust is maintained.
  • Taking ownership and driving actions through to outcomes—avoiding delays, blockages or process drift.
