We’re seeking a Lead Business Analyst to join a high-impact initiative focused on improving services and delivering cost savings across the organisation. This is a fantastic opportunity to play a strategic role in shaping the future of public service delivery in Birmingham, leading business analysis across complex, enterprise-scale change.
About the Role:
As the Lead Business Analyst, you will:
- Develop and lead the business analyst community, setting standards and mentoring analysts across the organisation.
- Take ownership of the most complex, high-risk, and interdependent products and services.
- Work across multiple product teams to ensure user needs are central to all decisions.
- Use data and evidence to guide product development, measure value, and drive continuous improvement.
- Translate strategic vision into prioritised, deliverable user stories and product backlogs.
Key Responsibilities:
- Build and lead a high-performing business analysis function, supporting both professional development and delivery of excellence.
- Create and execute research and analysis plans to inform nuanced decision-making.
- Collaborate with multidisciplinary teams to ensure services are accessible, intuitive, and user-centred.
- Track product performance and user outcomes to inform iteration and improvement.
- Champion agile ways of working and coach stakeholders on digital transformation best practices.

- Strong ability to identify problems, build evidence, and drive product decisions.
- Significant knowledge of product strategy, service design, and user-centred design principles.

- Excellent communication and leadership skills, with the ability to influence at all levels.
