IT Delivery Lead - 6 months contract - Hybrid - Haywards Heath - Rate £neg DOE

Mid Sussex District Council is a large, fast‑growing area of West Sussex, responsible for services such as waste and recycling, planning, housing, leisure, and local taxation.

Your new role

Mid Sussex District Council is accelerating delivery across three major digital programmes, all grounded in accessibility, inclusion and building digital confidence across communities. We’re looking for an experienced Interim Delivery Lead to drive momentum, strengthen governance, and ensure high‑quality outcomes across:

  • Customer Journey redesign (including Simpler Recycling CX)
  • Website redesign on LocalGov Drupal
  • AI service development pilots with strong human oversight
Key responsibilities

  • Orchestrate delivery across customer journeys, website and AI pilots—managing scope, critical path, RAID, sprint ceremonies and quality gates.
  • Unblock and resource effectively: sequence work, identify gaps, commission specialist capacity, and drive decisions through governance.
  • Lead service design practice: champion accessibility (WCAG), inclusion, assisted digital, user research and content standards.
  • Govern AI pilots: run pragmatic test‑and‑learn cycles with ethical guardrails, DPIAs/EqIAs, transparency statements and clear evidence of benefits.
  • Engage stakeholders: build trust with Members, senior officers, frontline teams and suppliers; communicate progress clearly and pre‑empt risks.
  • Track benefits and report: define success metrics (customer effort, resolution times, accessibility, channel shift) and provide regular reporting to Programme Board and SMT.

What you'll need to succeed

Essential experience
  • Proven leadership of multi‑stream public‑sector change, ideally in local government.
  • Strong delivery management: agile planning, sprint leadership, RAID, benefits realisation.
  • Skilled stakeholder navigator across Services, Comms, Finance, Legal/Procurement and suppliers.
  • Deep service design mindset: accessibility, content design, user research, open standards.
  • Practical AI literacy: able to run ethical, human‑in‑the‑loop pilots and evidence outcomes.
Desirable
  • Experience with LocalGov Drupal, CRM/Salesforce, eForms and integrations.
  • Knowledge of waste/environmental services journeys or other high‑volume frontline services.
  • Familiarity with public‑sector information governance, DPIAs/EqIAs and transparency reporting.

  • Contract: 6‑month (extension subject to outcomes)
  • Working pattern: Hybrid, with 1–2 days per week on‑site
  • IR35 / rate: To be confirmed by client
