Contracts Officer (IT) – brand-new role with a reputable public sector organisation in Liverpool (hybrid)

A growing public-sector organisation in the heart of Liverpool is seeking an experienced Contracts Officer to effectively manage the lifecycle and performance of IT / Digital services contracts. This is a new position within the organisation, so it's a great opportunity for you to make your mark and make a real impact!

Your new role
As the IT Contracts Officer, you’ll play a key role in supporting the Governance and Compliance Manager in embedding effective governance procedures across the organisation’s Digital service area. You’ll work closely with IT, Legal, Procurement, and Finance teams to manage the full lifecycle of IT service contracts—including software licencing, financial planning, and compliance.

You’ll also lead monthly contract review meetings, oversee third-party contract records, and ensure that licencing and service agreements are optimised and compliant. Your work will directly support senior managers in making informed decisions and maintaining high standards of service delivery.
You will promote best governance practices, ensuring compliance with procurement legislation, and identify risks related to IT contracts. You will also manage contract renewals, terminations, and volume licencing agreements. As part of this, you'll analyse contract terms, monitor regulatory changes, and ensure risks are mitigated. The Contracts Officer will be responsible for maintaining accurate records of third-party contracts and create process documentation, and will build strong relationships with suppliers and internal teams, provide contract-related advice, and produce regular reports for management teams.

What you'll need to succeed
  • Experience in supplier and contract management, specifically within tech / digital / IT
  • Strong working knowledge of Microsoft Office
  • Strong negotiation and influencing skills
  • Understanding of public-sector procurement regulations (Procurement Act 2023, or PCR2015)
  • A proactive, can-do attitude and attention to detail
  • Ability to work independently and as part of a team
  • Excellent communication and organisational skills
