Interim Senior Procurement Manager

You will be working for a purposeful public sector organisation who focusses on developing and supporting the local community.

Your new role
We are seeking an experienced and proactive Senior Procurement Manager to lead and manage all procurement activities. This is a standalone role, acting as the sole procurement specialist within the organisation, responsible for ensuring full compliance with public sector procurement regulations, including the Procurement Act 2023 (PA23).
The role is generalist in nature but will have a particular focus on FM, construction and capital works, supporting infrastructure and development projects. You will work closely with internal stakeholders to deliver strategic procurement advice, manage end-to-end tender processes, and ensure value for money and legal compliance.

  • Lead all procurement activities, acting as the subject matter expert.
  • Ensure full compliance with PA23 and associated Procurement Regulations
  • Develop and implement procurement strategies for a wide range of goods, services, and works, with emphasis on FM, construction and capital projects.
  • Provide expert advice and guidance to stakeholders on procurement planning, tendering, contract management, and risk mitigation.
  • Draft and issue compliant tender documentation, manage supplier engagement, and lead evaluation and award processes.
  • Maintain the integrity of the procurement process, ensuring transparency, fairness, and competitiveness.
  • Support contract negotiations and performance monitoring, including KPI tracking and supplier improvement plans.
  • Promote social value, sustainability, and climate-conscious procurement practices.
  • Maintain up-to-date knowledge of procurement legislation and best practices, providing training and support to colleagues as needed.


What you'll need to succeed
  • Proven experience in public sector procurement
  • Strong understanding of UK public procurement legislation, especially PA23.
  • Experience managing procurement for FM, construction and capital works projects.
  • Ability to work independently and manage multiple procurement activities simultaneously.
  • Excellent stakeholder engagement and communication skills.
  • Strong analytical, negotiation, and contract drafting skills.
  • MCIPS or equivalent professional qualification.
  • Experience with e-procurement platforms and contract management systems.
  • Knowledge of social value and sustainability in procurement.
