Interim Procurement Specialist
Your new company
We’ve received a new mandate to support a long-standing Public Sector client of Hays. They have allocated a budget aimed at enhancing their estates, facilities, and equipment through strategic capital investments.
Your new role
We’re looking for someone who is highly hands-on and action-oriented. This is not a leadership or change-management role, meaning there’s no team to lead or strategic transformation to drive. The focus will be on managing and delivering capital projects within defined timeframes..
- Liaise closely with the end-users in determining their requirements to provide early input into the sourcing process.
- Accountable for the timely delivery of procurement projects, including implementation, contractual delivery, also ensuring associated catalogue management and ordering processes are agreed to support an efficient requisition to pay process.
- Promotes interaction between end-users and suppliers to ensure supplier development and appreciation of end-user requirements.
- Lead and administers the tendering system.
- Assumes overall authority and accountability for the buying function including specifying the type, quality and volume of categories ordered.
- Handles all queries and issues relating to specific procurement processes and procedures.
- Ensures adherence to and understanding of purchasing policies and procedures in order that purchasing standards are upheld.
- Category: Capital Equipment & Estates such as Hard FM i.e. Groundworks, Maintenance, Lift Repairs and Re-vamp procurements
What you'll need to succeed
- Proven working knowledge of Public Sector Procurement.
- Hands-on experience managing public procurements and tendering activities within a regulated environment, specifically aligned with PA23 and PCR15.
- Familiarity with utilising public frameworks, such as the CCS Framework.
- Ideally, CIPS or MCIPS qualified, with a minimum of 6 years’ experience in the public sector.
What you'll get in return
This assignment will initially run for 3 months. There are multiple vacancies available for this employer in the same role. The pay rate is approximately £400 to £440 per day and the position falls inside IR35, which means you can choose between PAYE or umbrella payment methods, and the rates will vary depending on your choice. Please note that limited companies (LTD) will not be accepted for this role. You will also have access to Hays worker discounts and benefit from weekly timesheet processing for prompt payments.
